Chapter I. General provisions


Article 1 International students coming to China must abide by the laws of the People's Republic of China and respect the customs and habits of the Chinese people.


Article 2 International students in China shall consciously maintain friendly relations among students of other countries and respect the different ethnic, religious and customary practices of students of other countries.


Article 3 International students must abide by the rules and regulations of the Shanghai Academy of Political Science and Law and study seriously in accordance with the teaching plan and arrangement.


Chapter II How to register

Article 5 Time and place of registration


1. Time


1.1 If you are unable to register at the time specified in the Admission Notice, you must submit a written statement to the International Student Office one week before the start of the school year.


1.2 Reception hours are 9:00-16:00 on registration day, 9:00-11:30, 13:00-16:00 on non-registration day

Article 6 Registration Procedure


1. On the day of arrival, new students will go through the following procedures.


1.1 Verification of personal information such as passports, visas, etc.


1.2 Receive information such as school number, new student schedule, etc.


1.3 Payment of school fees


1.4 Insurance processing


1.5 Registration of new students, registration


2. Upon arrival, new students shall also complete the following procedures.


2.1 Registration at professional colleges (academic students)/ placement test (language students)

2.3 Application for residence permit/extension of visa


2.4 Production of student cards


After the opening of the new semester, the school will hold the opening ceremony and orientation for new students to help everyone integrate into the study and life of SHUPL as soon as possible. The orientation will explain and explain the relevant laws and regulations of China and the school rules and regulations. Times for Commencement and New Student Orientation can be found in the New Student Calendar.


Chapter III. How to check-in the dormitary

Article 10 Check-in process


Once the new students have checked in, they will follow the following procedure.

Article 11 Notes


1. New students will be accommodated according to the principle of first-come, first-served, integrated arrangements.


2. Purchase your own water card for bathing


3. Electricity 40 degrees/room/month is for free, overage must be purchased


4. The network needs to buy student's own, with the subsidy


5. Bedding and other necessities should be taken care of


6. Conscientious cleaning of rooms, halls and washrooms in accordance with duty roster


7. The working hours are from 6:00 to 22:30, outside of this time period, you are not allowed to enter or leave the campus and dormitory buildings without any reason.


Article 12 Off-campus accommodation


New students are not allowed to live off-campus for no particular reason. If you need to stay off-campus, you need to provide the relevant supporting documents and fill in the Approval of off-campus accommodation form, after the approval and consent, you can stay off-campus only after you have completed the relevant documents.


Chapter IV. Related costs


Article 13 International students shall pay tuition, registration fee, accommodation fee and insurance fee at the time of registration; academic students shall pay the tuition fee in one lump sum according to the academic year and non-academic students shall pay the tuition fee in one lump sum according to the study period.


Article 14 During the normal period of study, senior students shall pay tuition, accommodation and insurance fees before the start of the new semester, which shall be paid according to the academic year.


Article 15 The payment of tuition fees, registration fees, accommodation fees and insurance fees may be made in cash or by a debit card issued in China.


Article 16 Students who have applied for and completed the withdrawal procedure may apply for a refund of tuition fees in accordance with the following criteria.


1. Full refund of tuition fees if the withdrawal procedure is completed before the start of the school year.


2. A 75 per cent refund of tuition fees if the withdrawal procedure is completed within two weeks of the start of the school year.


3. A 50 per cent refund of tuition fees if the withdrawal procedure is completed within three weeks of the start of the school year.


4. Tuition fees are not refundable if the student withdraws after three weeks of school.


Article 16 Students who apply for withdrawal may apply for refund of accommodation fees according to the following criteria.


After applying for and completing the check-out procedure due to withdrawal from school or transfer to off-campus accommodation, the check-out fee will be calculated from the day after the check-out date. If a student is expelled from school for violating school rules and regulations, the accommodation fee will not be refunded.


Chapter V How to process a certificate of study


Article 17 International students who are required to issue a Certificate of Study while in school may apply at the International Student Office with their student card, passport, etc., and explain to the relevant teacher the reasonable use of the certificate.


Article 18 If an international student needs to issue a study certificate after leaving the university, he/she should apply in writing to the International Student Office. International students who have not left the school will not be able to obtain a Certificate of Study.


Chapter VI How to leave for school


Article 19 When international students leave the university due to graduation, graduation, suspension, withdrawal, etc., they should go to the International Students Office to get the International Students Departure Form and follow the procedures.


Chapter VII. Rewards and penalties


Article 20 Students who abide by the laws and regulations of China and the rules and regulations of the school, study conscientiously, respect their teachers and teachers, get along with their classmates in a friendly manner, and achieve good grades may apply for school scholarships, with specific evaluation methods and times to be notified by the school.


Article 21 For students who violate Chinese laws and regulations and violate the rules and regulations of the school, the school will give different levels of punishment according to the specific situation.


Chapter VIII How to apply for a residence permit for foreigners in China


Article 22 According to the Law of the People's Republic of China on Exit and Entry Administration, any person who enters China on an X visa and has been studying in China for more than 180 days shall apply for a residence permit for foreigners within 30 days from the date of entry.


Article 23 The requirements and materials required for the processing of residence permits for foreigners are as follows.

Certificate of completion or proof of leaving school (for students who have studied in China and still report to our school with a residence permit from the previous school, a certificate of leaving school from the previous school is required for the change of residence permit, and the date of payment of the certificate of leaving school is not more than 10 days from the date of the new visa)

Article 24 At the beginning of each semester, SHUPL will arrange a centralized processing time for new students to apply for a residence permit for foreigners for the first time.


International students are requested to complete the following, according to the schedule arranged by the university.


1. Medical examination at the Shanghai International Travel Health Centre.


2. Go to the Office of International Students of Shanghai School of Political Science and Law to fill in the Application Form for Foreigner's Visa Document and conduct the pre-examination of visa application materials.


3. Submit the original passport and visa application documents to the Shanghai Municipal Immigration Bureau to apply for residence permit for foreigners.


Article 25 If an international student is unable to complete the application for a residence permit for foreigners within the time arranged by the university, he/she shall go to the International Student Office to complete the relevant procedures, and after receiving the visa application documents, he/she shall go to the Shanghai Municipal Immigration Bureau for processing.


Article 26 The expenses related to the processing of a residence permit for foreigners shall be borne by the foreign student.


Chapter IX How to apply for re-entry visa, visa extension


Article 27 International students applying for re-entry visas and extensions of visas shall go to the International Student Work Office to complete the relevant procedures and receive the visa application documents before going to the Shanghai Municipal Immigration Bureau. The following materials are required.

Article 28 The costs associated with re-entry visas and visa extensions shall be borne by the international students.

Chapter X. Insurance and access to medical care


Article 29 All international students studying at the SHUPL shall be required to take out insurance and shall pay the insurance fee along with the tuition fee, registration fee and accommodation fee. The cost of insurance is based on the relevant programme offered by the insurance company.

Article 31 In the event of illness, international students enrolled in the Student Insurance Program at SHUPL may seek medical treatment at public hospitals in Shanghai.


The following information is available for some hospitals in Shanghai.

Article 32 Outpatient claims processing


1. Please choose a public hospital or general department for medical treatment.


2. Private, joint venture hospital, special needs, international outpatient emergency, guest ward, VIP ward, medical orthopaedic department, rehabilitation department, cadre ward, private room, single room, private bed, hanging bed, etc. cannot be reimbursed.


3. At each visit, please collect the original valid invoice and be sure to remind the doctor to write a detailed medical record/chart of the visit.


4. The date of the invoice is the same as the date of the visit as recorded in the medical record of the outpatient emergency department, and the name on the invoice and medical record is the same as a field in the passport name, in case of inconsistency, change it at the hospital charge office.


5. Daily limit of 600 RMB.


Reasonable and necessary medical expenses incurred by the insured person for outpatient or emergency medical treatment due to illness are limited to $600 per day for a single insurance period (i.e., if the medical expenses for the day exceed the daily limit, only 600 RMB will be calculated; if the medical expenses for the day do not exceed the 600 RMB limit, the daily limit will be calculated according to the actual amount incurred).


6. Deductible 650RMB & 15% student payout ratio.


The excess of the 650 RMB deductible over the daily limit will be paid at a rate of 85%, up to a maximum of 20,000 RMB for cumulative benefits. This liability to the insured terminates when the cumulative benefit amount reaches its insurance amount. Explanation: The deductible is 650 RMB for this policy (650 RMB is deducted once in a single period of coverage) and the following portion of the deductible is not payable.


7. Outpatient emergency medical expenses include.


The costs of general outpatient care, emergency care, outpatient surgery, emergency observation, emergency resuscitation, costs incurred during isolation for infectious diseases certified by a public hospital or a health prevention department, pre-hospital and post-hospital outpatient care for the same cause as hospitalization, etc., are covered by outpatient emergency care. That is, if the patient is treated in an outpatient or emergency clinic for fever, sudden abdominal pain, fainting, inflammation somewhere in the body, etc.


8. Reimbursement formula.


 (Costs up to the daily limit of 600 RMB per day plus - 650 RMB)*85% = reimbursable costs (reasonable costs combined excluding out-of-pocket and partially out-of-pocket costs under local social basic health insurance).


For example, on July 1, you spend 800 RMB; on July 2, you spend 600 RMB; on July 3, you spend 200 RMB.


Formula: {(600+600+200) - 650} * 85% = 637.5 (Note: The specific amount of the claim must be submitted for review and results. (Note that all medical documentation for outpatient clinics for illnesses below the minimum payment line should be kept and submitted together with the claim for claims above the minimum payment line.


9. List of information required to file a claim.

Article 33 Hospitalization claims


1. Please choose a public hospital, a general department, a general ward of three or more people, and a full field of the name of the hospitalized person in your passport, which is within the scope of China's medical insurance for medicine and treatment.


2. Private, joint venture hospital, special needs, international outpatient emergency, guest ward, VIP ward, medical orthopaedic department, rehabilitation department, cadre ward, private room, single room, private bed, hanging bed, etc. cannot be reimbursed.


3. At each visit, please collect the original valid invoice and be sure to remind the doctor to write a detailed medical record/chart of the visit. Notify the insurance company before or within 24 hours after hospitalization, and the insurance company will give the student guidance on hospitalization.


4. The date of the invoice is the same as the date of the visit as recorded in the medical record of the outpatient emergency department, and the name on the invoice and medical record is the same as a field in the passport name, in case of inconsistency, change it at the hospital charge office.


5. If the student pays his or her own expenses, he or she may apply for compensation upon discharge from hospital. At the time of discharge, call the insurance company for advice on the claims process and keep the original invoice, discharge statement, general list of hospital expenses and other relevant documents.


6. If a student applies for an advance from the insurance company for hospitalization expenses, he/she must apply within 24 hours before or after the hospitalization and cannot apply for an advance after the expiration of the time limit, and he/she needs to provide the advance application form, passport home page and the contact information of the attending physician, the insurance company will judge whether the student meets the advance conditions according to his/her condition.
