Chapter 1. General principles


Article 1 Purpose and basis of formulation


In order to maintain the normal education and teaching order and living order of the school, provide a good learning and living environment for international students coming to China, and protect the legitimate rights and interests of the school and students, according to relevant laws and regulations, with reference to the Shanghai School of Political Science and Law Student Dormitory Management Measures (2019), combined with the actual situation of the school, to develop this measure.


Article 2 Scope of application


This policy is applicable to international students staying at the university's international student apartments. International students referred to in these regulations are those who do not have Chinese nationality and are educated in schools in accordance with the Nationality Law of the People's Republic of China.


Article 3: Basic principles


The basic principle of the accommodation management of international students is to cultivate good work and rest, standardize service management, and build a civilized community together, so as to provide a safe and orderly, clean and comfortable living environment for international students coming to China.


Chapter 2 Establishment of the Management Structure of the International Student Residence


Article 4 The International Student Office is responsible for the management of the International Student Residence, and the International Student Residence Community Administrator is responsible for the implementation of matters decided by the International Student Office.


Article 5 The property company is responsible for the daily services of the student community, including water and electricity management, safety and security, living order, cleaning and sanitation, maintenance services and other work, and the community management personnel carry out community inspections in accordance with the school regulations.


Article 6 The International Student Community Management Committee is established in the International Student Residence, which is a self-management and self-service organization for students, mainly responsible for community behavior assessment, living services, information dissemination, coordination and communication and self-management.


Article 7: Basic Process


International students are required to check in and out of the apartment in strict accordance with the accommodation agreement.


Article 8: Room charges


International students should pay their accommodation fees in advance in accordance with the published rates and fees of the school. The rates are as follows.


Room for two: 30 RMB/bed/day (not including utilities)


Room for three: 20 RMB/bed/day (not including utilities)


When paying the accommodation fee, students with academic qualifications will pay the fee in one lump sum according to the academic year, and non-academic students will pay the fee in one lump sum according to the duration of study; a deposit of 500 yuan is also required.


Article 9. Network use

Students can sign a contract with an internet service provider to pay for the internet fee of 480 RMB/room per year, and the university will subsidize the fee per room.

International students are required to check their room supplies when checking in and compensate for any defects at the time of check-out.


Article 11. Admission


An application system is in place for student hostels. Every year, the University formulates an accommodation plan for international students in accordance with the principle of centralized accommodation and reasonable distribution, based on the renovation of the dormitory building, the ratio of male to female students, the number of applicants for accommodation, etc.


International students are required to sign a Residence Agreement for International Students, the validity of which cannot exceed the validity of their visa. Students whose agreements are due to expire and need to renew their agreements should do so in advance.


After checking in, international students are required to follow the school's uniform arrangements for the community (including dormitory adjustments), to stay in designated rooms and beds, and are not allowed to change rooms without permission. If a person refuses to comply with the school's arrangements, the school will not accept his or her application for accommodation or cancel his or her eligibility for accommodation.


Article 12. Registration of accommodation


After completing the check-in procedures, international students will first sign the Accommodation Agreement for International Students at Shanghai School of Law and Political Science, and then apply for accommodation with a valid proof of payment after paying the relevant fees according to the agreement.


Upon check-in, a deposit of $500 is required, and please keep the payment slip and deposit slip safe. If there is no damage to supplies at the time of check-out, the deposit will be refunded with the school leaving form and deposit slip.


An electronic headshot must be taken before moving into the International Student Residence.


Article 13. Room transfers


In principle, international students are not allowed to change rooms after checking in.


If you need to change rooms for personal reasons, you must fill in the application form, and after the approval of the International Students Office, the management will make a unified arrangement, and you cannot change the dormitory without approval.


In the event of a single person living alone due to dormitory adjustment or other reasons such as withdrawal, the management has the right to arrange for a combined room, and international students are subject to the result of the transfer.


If the room needs to be adjusted due to special reasons such as property maintenance, it will be adjusted after approval by the International Students Office.


If you have to live in a room alone for special reasons, you must apply in person, and the International Student Office will handle it as appropriate, depending on the availability of the room and your specific situation, and change the Accommodation Agreement of the International Student Residence.


Article 14. Overnight stay


International students can check out from the school with the departure form and deposit slip, subject to the return of the key.


When checking out, students must clean their rooms, return their keys and door cards, and the staff on duty will check the furniture, equipment and sanitation in the rooms, and if there are any defects, they will be compensated according to the price.


If you have to check out early for reasons such as withdrawing from school or transferring to off-campus accommodation, you will be charged the check-out fee from the next day of your stay after you have applied and completed the check-out procedures. If a student is expelled from school for violating school rules and regulations, the accommodation fee will not be refunded.


Chapter III. Accommodation management


Article 15. Management of work and rest


The following are the hours of operation in the international student residence.


Working hours: 6:00-22:30


After 22:30, you are not allowed to enter or leave the campus without any special reason; if you do need to go out, please fill out the Community Student Outing Application Form.


International student apartments are strictly gated, and students should enter and exit the building with a campus card. Access hours are.


Sunday - Thursday 6:00-23:30


Friday-Saturday 6:00-1:00 the following day


If you are staying off-campus for special reasons, you must apply to the International Student Office and, after approval, go to the Community Management Office with a valid certificate for record.


Article 16. Fire safety management


International students are required to observe the fire prevention regulations, and it is strictly forbidden to tamper with electrical boxes and firefighting equipment, and it is forbidden to store flammable and explosive materials indoors and use open flame.


There is an open public smoking area downstairs; smoking or burning of waste is strictly prohibited in community buildings and on balconies; if an accident is caused by smoking or the use of open flames, the perpetrator will be held criminally responsible for all damages, and those with serious consequences will be prosecuted.


Article 17. Safety management of electricity use


International students should pay attention to the safety of electricity, use electrical appliances with China 3C certification, and do not use high-powered appliances. If there is a violation, the electrical appliances will be kept by the management and returned to the students after graduation; if the tripping is caused by the use of illegal electrical appliances, the reasons must be explained, registered and the illegal electrical appliances must be collected; the management has the right to inspect the room where the tripping occurs repeatedly; it is strictly forbidden to connect other electrical equipment to the special power supply of air conditioners; if the accident is caused by the improper use of electricity, the perpetrator will be held responsible for all the losses, and the person with serious consequences will be held criminally responsible.


Administrators conduct the necessary checks on the international student community on a regular monthly basis, and will take the necessary measures to stop and eliminate any violations of the accommodation management system and safety hazards found.


Article 18. Management of civilized accommodation


International students are required to use all kinds of facilities and furniture in their rooms and common areas in a civilized manner, keep all kinds of remote controls and report to the duty room in time for repair if they find that the facilities and equipment are not working properly, clean their rooms and clean up garbage in time, and do not pollute, damage, dismantle or modify the facilities and equipment in the community by themselves.


If the key is lost, you should contact the management in time; if you have forgotten the key in the room, you can register it at the management with your student card and return it in time.


The community building should be kept quiet and no noise should be created.


The religious beliefs of others should be respected. Activities such as missionary and religious gatherings are strictly prohibited in the dormitory.


Article 19. Property Security Management


International students should raise their awareness of safety precautions and self-protection and pay attention to personal and property safety; keep personal valuables and documents in the community properly, deposit large amounts of cash in the bank and do not leave them in the community; turn off water, electricity, doors and windows when going out. In case of loss of property, it is necessary to report it to the International Students Office in time.


Article 20. Health management


International students are required to clean their rooms, halls and washrooms in accordance with the duty roster.


International students are expected to keep the inside and outside of the apartment clean and tidy and to take care of the facilities and items in the building. Indoor garbage is bagged, cleaned and dumped into bins in a timely manner; the stacking of personal belongings in public places is strictly prohibited. For personal belongings placed in public places, the management has the right to ask the international students to clean them up as soon as possible. If they refuse to do so or if they cannot be identified and have been piled up for more than three days, the duty officer has the right to dispose of them separately, and the international students will be responsible for the damage caused.


The duty officer checks the hygiene of each room every day, and if the room is not cleaned or refuses to be cleaned, it will be handled according to the relevant system.


Article 21. Maintenance management


When the equipment and facilities in the apartment need to be repaired or replaced, the international student should report to the duty officer for repair, and the property management department should promptly give repair according to the regulations. If the damage is caused by a foreign student, the repair cost will be borne by the foreign student.


In principle, community administrators and duty officers cannot enter the rooms of international students when they are not in their rooms, but when they need to enter the rooms of international students for work reasons (e.g., inspection and maintenance of air conditioners, plumbing, fire-fighting facilities, etc.), the administrators will inform the students in advance by posting a notice or WeChat, etc.; during the time specified in the notice, the staff concerned will enter the rooms for work regardless of whether the students are in the rooms or not; in case of emergency (e.g., fire, medical emergency, emergency, etc.), the administrators can enter the rooms without informing the students; at least two or more staff members will enter the rooms at the same time.


Article 22. Registration of guests


The meeting hours for international students are from 8:00 to 22:00.


Visiting guests should take the initiative to present valid documents to management personnel, fill in the registration form, and deposit the valid documents in the duty room; management personnel should carefully verify the visitors, make a good registration, and report any irregularities or suspicious cases to the police in time, and prevent them from entering the international student apartment; for those who do not present valid documents and do not fill in the registration form, management personnel have the right to refuse their entry.


The management has the right to ask the guests to leave the apartment building if they have exceeded the time allowed for the meeting.


It is strictly forbidden for outsiders to stay at the International Student Residence.


Article 23. Use of water and electricity


International students should conserve water and electricity. When leaving the room, actively turn off the water and electricity.


International student apartments use a smart power system, buying electricity first and using it later. When the amount in your account is used up, the room will be automatically powered down.


Article 24. Use of public kitchens


The kitchen is open daily from 7:00-22:00 and is closed at all other times (except Ramadan).


The use of open flame cookware is strictly forbidden, so please keep any cookware you use.


Use the refrigerator rationally according to the instructions and do not divert it to other uses.


Public kitchens adopt the principle of who uses and who cleans, and clean them promptly after use.


Chapter IV. findings of disciplinary offences


Article 25. Disciplinary offences


According to Chinese laws and regulations and school discipline regulations, it is strictly forbidden for international students to engage in the prohibited activities in the apartment as stipulated by national laws and regulations and school discipline regulations. The following are disciplinary offences.


1. The commission of an unlawful and criminal act during the stay in the apartment.


2. Acts that prevent school personnel from carrying out their official duties by evading, concealing, resisting, obstructing, etc.


3. Violation of State laws and regulations, which constitutes illegal residence under serious circumstances.


4. Private renovation, destruction or alteration of the structure and function of the house in the apartment.


5. Violation of fire safety management, causing safety hazards or causing fires, fires and other acts that cause damage to equipment and facilities in the apartment.


6. Unauthorized late nights and nights without permission; unauthorized accommodation of non-residents of the building; accommodation of men and women in the same room without formal marriage.


 7. Smoking in the common areas of the building, throwing or throwing cigarette butts, objects, spitting, keeping or carrying pets, not parking vehicles in accordance with the designated location, etc., which damage environmental health and affect the normal living environment of the apartment.


8. Loss of public property or other persons' property as a result of wilful or negligent acts; removal of public tables and chairs for private use in rooms; entry into unused rooms; removal of unused beds, tables and chairs in the community for other purposes.


9. Using apartment rooms and facilities to engage in business activities such as renting, repairing, selling, etc., privately transferring, renting beds or giving rooms to others.


10. The unauthorized change of rooms, the unauthorized transfer of keys or door cards, the replacement of locks or the addition of locks to doors.


11. Acts that create noise pollution, disrupt public order and affect the study and rest of others.


12. Violation of the electrical safety management system by using more powerful electrical appliances than prescribed; heating or cooking food in the room.


13. Unauthorized tearing or altering of seals, regulations, announcements, notices, etc. posted by schools.


14. Alcohol abuse in the community and in community buildings.


15. Vandalism of fences, etc., for access to apartments.


16. Violation of the regime for the management of visitors by leaving others in the apartment.


17. Unauthorized private hanging, distribution and posting of propaganda of all kinds in public areas.


18. All forms of preaching and holding religious gatherings, etc.


19. Other offences recognized by the school as serious disciplinary offences.


Chapter V. Modalities of punishment


Article 26. Disposition of disciplinary offences


If an international student violates these provisions, the punishment shall be divided into five types according to the severity of the circumstances: written warning, serious warning, demerit, probation, and expulsion from school.


If an international student is suspected of violating discipline, he/she shall be reported to the International Students Office for disciplinary action in accordance with the Regulations on Disciplinary Action for International Students in China and other regulations. International students who violate discipline and cause damage to the lawful rights and interests of others and public property shall be compensated. International students who have violated the law shall be handed over to the public security organs.


International students involved in disciplinary offences will be dealt with in the following manner.


1. The International Students Office shall deliver the written notice to the incoming international students in a timely manner, but if it cannot be delivered, the written notice shall be published and posted on the door of their rooms and deemed to have been delivered.


2. International students should go to the International Student Office within 7 days after receiving the written notice or public announcement to go through the relevant procedures.


3. If a foreign student refuses to handle the application, the International Student Office may prohibit him/her from entering the apartment and appoint two or more staff members to clean up his/her personal belongings, and the foreign student shall bear the costs and losses incurred.


Chapter VI. By-laws


Article 27. These Regulations shall be implemented from the date of adoption by the President's Office and shall be interpreted by the School of International Communication and  Exchange (International Student Office).
